It is just the point in which TPC will have all of their new manufacturing facilities online and running at full capacity.
It is the first point that if they wanted to print the hell out of a set, they could.
(I don't think this happens anyway because they're experienced at this)
Right now, they are stuck in a conundrum of printing new sets at max capacity with very little room to reprint past releases.
